Citizen Partnerships
The Phoenix Police Department recognizes that police/citizen partnerships are at the core of providing quality police services. The Phoenix Police Department strives to create those partnerships through programs including, but not limited to, Citizens Police Academies, Neighborhood I-Watch meetings, our “Senior Site” committee and summer programs for the youth including the Cook County Sheriff sponsored Pact Camp and our Cadet Program.
The men and women of the Phoenix Police Department are led by Chief Mel Davis. Chief Davis and the Phoenix Police Department subscribe to core values including honesty, integrity, accountability, ownership, fairness, positive attitudes, teamwork and a strong work ethic. It is important for us to stay connected to the community we serve. It is also important that you are informed about what work we do, how we complete our work and how you can assist us in being successful. Our website will be one tool we use to achieve this goal.

The primary function of the Phoenix Police Department is the preservation of public peace and order, prevention and detection of crime, apprehension of offenders and protection of persons and property. It must uphold the Constitution of the United States, enforce the laws of the State of Illinois and the ordinances of the Village of Phoenix.

The Police Department is separated into four divisions:
The Patrol Division
Provides emergency response to criminal and quasi-criminal complaints and activities, response to nuisance and ordinance violations, response to service calls of a non-criminal nature as well as enforcement of traffic laws.
The Investigations Division
Provides follow-up investigation services on criminal and quasi-criminal matters, as well as coordinating crime scene processing and evidence collection with the assistance of the Illinois State Police and the Cook County Sheriff's Police Departments.
Community Oriented Policing
Is a direct link between the residents and the police. This Division develops strong lines of communication with the entire Village to improve the overall safety and quality of life. This is achieved through community I-Watch and “Senior Site” meetings and by providing crime prevention programs to residents and businesses of the Village.
The Communications Center
Responds to telephone and walk-in requests from the public and other law enforcement agencies, radio traffic and all emergency calls. The Communications Center also responds to requests for Law Enforcement Agency Data Systems (LEADS) information from the police officers and other agencies. It further provides an orderly and efficient records system and utilizes the E-9-1-1 Emergency Response system and dispatches all emergency calls to both the Police and Fire Departments.
