Welcome to the village of Phoenix web site. Phoenix is a small community located about six miles south of the city of Chicago. We are nestled between two larger towns of South Holland to the east and Harvey to the West.
The town was established in 1900 and was named after the mythical bird that sprung from the ashes in Egyptian mythology. With the founding of our community in 1900, it makes us one of the oldest communities in the Southland. Our nickname is nine blocks which comes close to describing the size of our town.
Residents who live here have done so for generations, it’s a town where Everybody Knows your Name. When you visit Phoenix, you will experience a Spirit of Friendship like no other. If you are ever in the South suburbs, please pay us a visit we would love to see you.

Let’s meet the Chief of Police for Phoenix Police Department
Chief Roy Wells Sr. has a total of 42 years of law enforcement experience. He is a retired Commander who served the Harvey Police Department for 31 years. Chief Wells is also a former Chief of the Robbins Police Department and served there for 6 years. Chief Wells has been serving as the Chief of Phoenix Police Department for 2.5 years.
Chief Wells graduated from Thornton Community College, the University of Louisville Community Policing, and Northwestern University’s School of Police Staff and Command.
Chief Wells is the past President of the South Suburban Chief of Police Association, past board member of Illinois Association of Chief’s of Police, Chairperson of the Michael J. O’Connell Executive Development Conference. Chief Wells is currently the recording secretary of the National Organization of Black Law Enforcement Executives Chicago Chapter and lastly President of the Fire and Police Commission of the Village of Matteson.
