Welcome to the village of Phoenix web site. Phoenix is a small community located about six miles south of the city of Chicago. We are nestled between two larger towns of South Holland to the east and Harvey to the West.
The town was established in 1900 and was named after the mythical bird that sprung from the ashes in Egyptian mythology. With the founding of our community in 1900, it makes us one of the oldest communities in the Southland. Our nickname is nine blocks which comes close to describing the size of our town.
Residents who live here have done so for generations, it’s a town where Everybody Knows your Name. When you visit Phoenix, you will experience a Spirit of Friendship like no other. If you are ever in the South suburbs, please pay us a visit we would love to see you.

1ST AND 2ND AVENUE RESURFACING PROJECT
THE VILLAGE OF PHOENIX, in accordance with the laws of the State of Illinois, hereby notifies all bidders
that it will affirmatively ensure that the contract(s) entered into pursuant to this notice will be awarded
to successful bidders without discrimination on the grounds of race, color, religion, sex, age, sexual
orientation, marital status, disability, familial status or national origin. The Village seeks to enter a
contract to execute construction services for a local road resurfacing project along 1st Avenue and 2nd
Avenue between 151st Street and 152nd Street. The Village seeks to retain a qualified contractor to
provide the material, equipment, and labor to perform the scope of work as described in this RFB.

A. Submission Instructions
Bids must be delivered to the Village by 10:00 a.m. on July 10th, 2025. Submissions should be mailed
or delivered in a sealed envelope labeled “1
st and 2nd Avenue Resurfacing – [COMPANY NAME]” to
the attention of Village Administrator Antonio Cooper. Submissions received after the specified
date and time will not be accepted

Bids will be opened publicly at 10:01 a.m. on July 10th, 2025, at Village Hall.
B. Project Overview and Scope of Work
1 st and 2nd Avenues shall be resurfaced using a 2-inch mill and pave. All work shall be performed per
the IDOT ReBuild Illinois Proposal Package, Section No. 25-00022-00-RS. See Appendix A for
documents. All submissions must be in accordance with the IDOT Rebuild Illinois Proposal Package.
The Scope of Work is generally described as:
• 2” Milling
• 2.0” HMA Surface Course
• Tack Coat
• Pavement Markings
• Storm Structure Cleanout
• Erosion Control
• Traffic Control
